poller module alert

This may be a bug. 

In our Settings, Alerting, Notification
"Alert notification re-send interval" is set to "disable re-send".

When we run the poller.php with "-m", the re-send setting appears to be ignored.
Alerts are re-sent each time the poller.php is ran with the "-m".

Example:
poller.php -h "myLB*" -m loadbalancer
