Test Telegram notifications gets received but not alert checkers?

Hi All,

I am fairly new to the "integration" side of Observium and for some reason (Obviously its just me not doing something right) When I do a test to send telegram notifications on cli by using the ./test_alert.php -c 1 I receive the notifications on telegram however when I setup some alert triggers and associate the contact with the alert I created and I trigger the event by simply shutting down my VM as a test I don't get any alerts on telegram... If anyone can have a look at the screenshots below and just point me in the right direction please. I am sure I am just overlooking something and need a different pair of eyes on this.
