Support for DELTA ORION Series UPS/PowerSupply-Controller

    Description

      Dear Observium-Devs,

      we recently purchased some new 48V-Telecoms-PowerSupplys from a german Vendor called "EFFEKTA". ([Model DC ST801|http://www.effekta.com.de/epages/63928138.sf/de_DE/?ObjectPath=/Shops/63928138/Products/DCXR12304)]

      It turned out, that they use the widely spread ORION-Controller from Delta. ([Link to Delta-Website for Orion Controller|http://www.deltapowersolutions.com/en/tps/controllers-orion.php]

      When we tried to add it into Observium, it got detected as "Generic Device", so we tried to add the sysObjectID to includes/definitions/os.inc.php under "Delta" ($os = "deltaups") and hoped, that it now got polled correctly but it's still not polling any data or Information.

      The Vendor of our Power Supply included some MIBs-Files which i have attach to this Ticket. Maybe this could speed up the process. SNMP-Remote-Access to the ORION Controller can also be arranged.

      If there is any Information missing, please let me know.
