I see that Observium is marking a L2VPN with an 'alert' flag if a L2VPN is in 'dormant' state. I've read a little bit about the dormant state in VPLS/MPLS L2VPN tunnel and it does not mean that the tunnel is a critical state. It only means that this tunnel is "ready for use" as the one of the peer's start sending the signalling packets to activate this tunnel. During the dormant state both peers are exchanging trap packets to keep the backup L2VPN up.
From my opinion Observium should mark this event/state as "ok" and not as "alert".
