adds temperature and humidity monitoring for ITWatchdogs devices that implement IT-WATCHDOGS-MIB-V3

This patch implements the sensor discovery/setup for a MicroGoose and presumably other ITWatchdogs devices that follow the same MIB (there are several other versions of the mib that are organized differently).
