RO users created cannot access Observium, session times out

Creating a user from web interface, adduser.php, or mysql assigning a user level of 4 or below, will not allow a user to login to Observium. It also locks use of logging into Observium with a different username while the previous session is present. Trying 'Become User' results in the same way.
End result of what I am trying is to allow a user to login, but only view certain devices, so setting to level 5, will allow global read, which is not needed.
