in billing, unable to set bandwidth to 1 Mbps

      with $config['billing']['base'] = 1000;

    Description

      when I modify the allowed bandwitdh on a bill and set the value to the number 1, with any unit (Kbps, Mbps or Gbps) it's not saved.

      easy workaround : a value of 1.0001 works.

          If I set to 1024kbps it's accepted and after the refresh it reads "1.024 Mbps"

          And what happens if you punt in 1024kbps instead of 1mbps?
