Added Support for Extreme ERS Front Panel LED status

Avaya never created a SNMP OID for Stacking-Links and Base-Unit Status.. but they do output the LED Status of every LED on the Board.

So there is a way to get the Stacking-Status from these LEDs and this patch will add this to observium1
