[OBS-297] Editing user passwords - Observium

I wanted to edit the admin password and found no way to do it from outside the platform:

Therefore I'm attaching a patch wich implements ./edituser.php to edit it:

./edituser user new-password 10

Can probably be closed. You have been able to edit user passwords from GUI for quite some time

We won't commit code which is just as horrific as existing code that we already need to fix.
