Juniper BGP prefixes graphs missing when state=down

IPv4/IPv6 unicast/multicast prefixes graphs are absent when state=down, eg: /routing/protocol=bgp/adminstatus=start/state=down/view=graphs/graph=prefixes_ipv4unicast

However, 'updates' graphs are present for these sessions when state=down.
