php 7.1 compatibility /opt/observium/includes/rrdtool.inc.php

when using php 7.1 and config lines for no local rrd files with rrdcached, noticed that poller jobs would no longer run.   Same configuration with php 7.0 works fine.   This is on the professional edition.

$config['rrd']['no_local'] = TRUE;

$config['rrdcached'] = "someip";
