New radius permission (maybe 2)

Currently, Observium only allows "admin" users to modify all content; otherwise, everyone is essentially a read-only user with group/device permissions.

I'd like to be able to have someone login to the UI and create/manage devices of their own accord, while keeping other devices unseeable and uneditable (site administration without global administration).
