MySQL character set

It's [mysql] default character set for the instance is utf8. However, for the
database observium, the default character set is latin1. Of the 112
tables in the observium database all but 9 of them use utf8 as the
default character set, the rest use latin1. The latin1 charset tables
are as follows:

access_points-state
accesspoints-state
bgpPeers-state
bgpPeers_cbgp-state
mac_accounting-state
ports-state
processors-state
sensors-state
ucd_diskio-state
