Billing API, inventory API, bill search can't look up permissions

    Description

      The billing API, inventory API and the bill search code still query the obsolete bill_perms and devices_perms tables for permissions, rather than the new entity_permissions table.

      This means the billing API and inventory API will always fail when used by a user with a level less than 10, and the "User" field on the bills page is always empty.

          This patch fixes the bug, as well as correcting typos in the debug messages

          (Also I accidentally tagged this with poller, which I can't seem to fix - can someone remove the tag?)
