[OBS-3025] Refresh in Browser duplicates Bills - Observium

Build: 19.5.9872

If you add a new Bill and then refresh the browser screen, it causes duplicate bills to be created.

Likely needs a unique constraint on the Bill name in MySQL or trapping the GET/POST as a duplicate request.
