Graphs use correct time zone, events/alerts use UTC zone

Hello,

I am unable to find documentation to guide me on this issue, so I had to open an issue. This is a new server setup. I migrated from a old 2016 community version server that never had updates. Everything else seems to be  OK, except the time in the events and alerts. The server uses Chicago time, but the event and alerts use UTC time. The device impacted have the correct location information. - The documentation to setup a new server doesn't have any sections to deal with time or time zones.
